Lorraine Barrett: Leader of the House, can you find some time for a statement or a proper debate on so-called puppy farms, or rather unethical dog breeders? A lot of footage has been shown lately, taken by the RSPCA and the BBC’s Rogue Traders programme, of the appalling conditions that these animals have to endure. It is an issue that needs airing in the Chamber.

Carwyn Jones: I know that you have campaigned tirelessly against puppy farms and on many animal welfare issues in the past. What you describe is, in effect, a criminal offence. Several animal welfare offences are committed by puppy farms. While I do not think that a debate on the matter can be scheduled, it is nevertheless right that we highlight the appalling conditions in many puppy farms to encourage members of the public to inform the authorities, particularly but not exclusively the RSPCA, if they fear that the conditions in which dogs are being bred are below standard or illegal.
